The Ministry of the Interior and Safety (Minister Lee Sang-min) announced that the total number of voters for the by-elections to be held on Wednesday, October 16 has been set at 8,645,180.
The number of voters for one superintendent of education (Seoul) and four heads of basic organizations (Geumjeong-gu, Busan; Ganghwa-gun, Incheon; Yeonggwang-gun and Gokseong-gun
, Jeollanam-do) was calculated based on October 4, the date the voter list for the by-elections was finalized. The gender distribution is 4,142,789 males (47.92%) and 4,502,391 females (52.08%). The number of domestic voters is 8,574,961, with 32,044 overseas Koreans and 38,175 foreign voters.
Foreign nationals who entered the country with the intention of staying in the country for more than 30 days and completed the resident registration report, and who have been registered on the resident registration card for more than 3 months

By age group, there were 2,654,996 people (30.71%) aged 60 or older, 1,559,694 people (18.04%) in their 50s, 1,440,525 people (16.66%) in their 40s, 1,477,392 people (17.09%) in their 30s, 1,358,024 people (15.71%) in their 20s, and 154,549 people (1.79%) in their teens (18-19 years old).
The number of voters for the Seoul Metropolitan Office of Education election, which boasts the largest scale among the by-elections this year, is 8,321,972, the number of voters for the Geumjeong-gu District Office election in Busan is 190,589, the number of voters for the Ganghwa-gun District Office election in Incheon is 62,731, the number of voters for the Yeonggwang-gun District Office election in Jeollanam-do is 45,248, and the number of voters for the Gokseong-gun District Office election in Jeollanam-do is 24,640.
