Actively support the development of win-win solutions among small business owners, consumers, and delivery platforms, such as alleviating the burden of fees
The 6th meeting of the “Delivery Platform-Store Mutual Growth Council” (Chairperson Lee Jeong-hee, hereinafter referred to as the Mutual Growth Council) was held at 2:30 PM on Tuesday, October 8.
In this meeting, comprehensive discussions were held on the △main requirements of delivery platform merchants (hereinafter referred to as merchants) and △other tasks were organized and presented.
The tenants presented the following major demands at this meeting: ▲Establishment of measures to ease the burden on tenants, such as commissions; ▲Indication of tenant burden items (commissions and delivery fees) on consumer receipts; ▲Stopping requests for preferential treatment; ▲Sharing of delivery driver location information. The platform explained its position on these demands.
Meanwhile, the government announced the progress of the discussion through the Mutual Growth Council on transparency, fee burden, and other issues, and finally collected the opinions of both sides. It reviewed the establishment of a foundation for continuous communication between stakeholders and discussed ways for platform companies to voluntarily participate in mutual growth cooperation, such as evaluation of mutual growth. In addition, it discussed ways to promote public delivery apps to improve the monopoly structure of the delivery platform market.
As the discussions on the Mutual Growth Council are entering their final stages, the 7th meeting will be held on October 14, one week from now, to finalize the discussions based on the discussions so far, and additional discussions will be held thereafter to quickly conclude the discussions.
If the delivery platform and the merchant reach an agreement, the contents will be announced as a win-win solution. If the differences are not narrowed, the public interest committee members will present a mediation proposal. If the delivery platform does not accept the public interest committee members’ mediation proposal, it will be announced as a recommendation.
The government is closely monitoring the market situation, including the dispute over fees between delivery platforms and merchants, and plans to actively support the development of a plan by October that will allow small business owners, consumers, and delivery platforms to coexist.
