The operation of the temporary school bus used by elementary school students living in apartments in the Okjeong district of Yangju was in danger of being discontinued, but this was resolved through mediation by the Anti-Corruption and Civil Rights Commission (Chairman Yoo Cheol-hwan, hereinafter referred to as the Anti-Corruption and Civil Rights Commission).

On the afternoon of the 23rd, the Anti-Corruption and Civil Rights Commission held an on-site coordination meeting at The One Park Village, Yangju-si, Gyeonggi-do, presided over by Chairman Yoo Cheol-hwan, with officials from the Gyeonggi Provincial Office of Education, Gyeonggi-do Dongducheon Yangju Office of Education, Yangju City, Yeonpureun Elementary School, and Line Construction Co., Ltd. and resident representatives attending. A final agreement was reached on the collective complaint demanding school bus operation measures.

Elementary school students living in The One Park Village Apartments (930 units), who moved in in January 2023, were unable to open the nearby Okjeong 4 Elementary School due to a shortage of students, so they went to Yeonpureun Elementary School, 2 km away, using a bus temporarily provided by the apartment construction company until the opening of the school. I commuted to school.

However, the apartment construction company that was temporarily providing school buses decided to operate school buses only until this year as the opening of the school became uncertain as a result of the Office of Education’s review of the student placement plan. Accordingly, residents requested measures to continue operating school buses from the local education office, but when no agreement was reached, about 7,300 people collectively filed a complaint with the Anti-Corruption and Civil Rights Commission in May of this year.

The Anti-Corruption and Civil Rights Commission prepared a final adjustment plan for school bus operation measures after several rounds of field investigations and consultations with related organizations. According to the adjustment plan, if Yeonpureun Elementary School applies for a school bus support project to the Gyeonggi-do Dongducheon-Yangju Office of Education after deliberation by the school management committee, the Office of Education will review the school transportation conditions through an on-site investigation and provide a school bus support project to the Gyeonggi-do Office of Education. is planning to apply.

The Gyeonggi Provincial Office of Education plans to make a final decision on whether to provide commuting support and budget support to Yeonpureun Elementary School according to the results of the deliberation by the Student Transportation Support Deliberation Committee. Yangju City decided to support 30% of the operating budget if the Gyeonggi Provincial Office of Education decides to implement a school bus support project.

In addition, Line Construction Co., Ltd., an apartment construction company, decided to continue to support school buses that are currently in temporary operation until Yeonpureun Elementary School is selected for the school bus support project and is in operation.

Chairman Yoo Cheol-hwan of the Anti-Corruption and Civil Rights Commission said, “It is unfortunate that elementary school students have to commute long distances to school in a situation where the opening of a school has been canceled due to a lack of students.” He added, “As school bus measures have been prepared through this adjustment, the relevant organizations should quickly implement the adjustment. “I hope this will alleviate the inconvenience and concerns of students and parents about commuting to school,” he said.
