The Ministry of Education (Deputy Prime Minister and Minister of Education Lee Joo-ho) announced that from August 14th, childcare allowances can be received through seizure-prevention bank accounts to ensure the financial stability of families receiving childcare allowances.

This measure was promoted as a follow-up measure to concretely implement this, as the legal basis for using a seizure prevention account for childcare allowance was established through partial revision of the Infant and Toddler Care Act* last February.

  • Paragraphs 5 and 6 of Article 34-2 of the Infant and Toddler Care Act were newly established to prevent the right to receive childcare allowances and the seizure of money or valuables paid as childcare allowances. Childcare allowances are provided to daycare centers and kindergartens to ease the burden of childcare on families. This is a system that provides support to all infants and toddlers under the age of 24 to 86 months (until they enter elementary school) who are being raised at home without using other services.

In the meantime, in some families, depending on credit issues or financial circumstances, there have been cases where the money was seized by creditors and could not actually be used as child support. However, with this measure, childcare allowances can now be received through seizure-prevention bank accounts, making it possible to safely protect the minimum amount of support necessary for childcare.

You can open a bank account dedicated to preventing the seizure of child support allowance (Happiness Keeper account) at a total of 11* financial institutions. If you wish to open one, visit a nearby financial institution and submit the ‘Confirmation of Child Care Allowance Recipient’ (available at any community center in town, township or district nationwide). can be issued). After opening a bank account, you can visit the local town/myeon/dong community center or apply to receive child support allowance through the Bokjiro website (www.bokjiro.go.kr).
