Korea Coast Guard Appoints Kang Seung-jun, Vice President of International Affairs at Seoul National University of Science and Technology, as New Self-Evaluation Committee Chairman

The Korea Coast Guard (Commissioner Yongjin Kim) announced on the 24th that it had appointed Professor Seungjun Kang of Seoul National University of Science and Technology as the new chairman of the “Self-Evaluation Committee” established for policy performance management in accordance with the Framework Act on Government Performance Evaluation, and had deliberated and approved the “2025 Performance Management Implementation Plan.”

 The new chairman, Kang Seung-jun, graduated from the Department of Economics at Seoul National University and entered public service in 1991 through the 35th Civil Service Examination. He has served in various key positions at the Ministry of Strategy and Finance, including as the Head of the Performance Management Team, Head of the Budget Management Division, Director of the Fiscal Management Bureau, and Director General of the Fiscal Management Office. He is currently the Vice President for International Affairs and Professor of the Department of Future Energy Convergence at Seoul National University of Science and Technology.

 Chairman Kang said, “I feel a heavy burden as I take on the important role of the chairman of the self-evaluation committee of the Korea Coast Guard, which carries out the important mission of protecting maritime sovereignty and ensuring the safety of the people. However, I will continue to work hard with the members of the self-evaluation committee with the conviction that only when the Coast Guard safely protects our seas can we solidify our position as a maritime power.”

 In the plenary session of the self-evaluation committee held afterwards, the “Performance Management Implementation Plan” containing the major policies and policy-specific goals of the Korea Coast Guard for 2025 and the “Self-evaluation Plan” for fair and appropriate performance management and evaluation were deliberated and approved.

 The “2025 Performance Management Implementation Plan” approved on this day consists of five strategic goals, eight performance goals, and 30 key management tasks, and includes the following key contents: ▲ Strengthening performance management of key national policies ▲ Providing unprecedented incentives for discovering inter-departmental collaboration tasks ▲ Strengthening feedback, such as high-intensity inspection of underperforming tasks.

 Commissioner Kim Yong-jin said, “Chairman Kang Seung-jun’s advice, filled with his experience, will be of great help to the Coast Guard in the future through the self-evaluation committee.” He added, “Based on this, the Coast Guard will do its best to achieve policy outcomes that meet the public’s expectations.”
