MOIS Launches Second Round of “Livelihood Recovery Consumption Coupons”… KRW 100,000 per Person

The Ministry of the Interior and Safety (MOIS) announced on the 22nd that it will begin the second round of applications for the Livelihood Recovery Consumption Coupons, providing KRW 100,000 per person to the bottom 90% income bracket. Applications are open from 9 a.m. on September 22 until 6 p.m. on October 31, both online and offline.

During the first week of applications (September 22–26), a day-of-the-week system based on the last digit of one’s birth year will be applied to prevent system overload and congestion at local offices. Eligibility can be checked through the National Health Insurance Service website, card company websites and apps, local community centers, and bank branches.

Recipients can choose from three payment methods: credit/debit cards, prepaid cards, or local gift certificates (mobile, card, or paper format). For card applications, nine major card companies—KB Kookmin, NH Nonghyup, Lotte, Samsung, Shinhan, Woori, Hana, Hyundai, and BC—are participating, along with K-Bank, KakaoBank, Toss Bank, KakaoPay, and Naver Pay apps. Coupons will be issued the day after the application is submitted.

Applicants can also visit local community service centers with just an ID to apply and collect the coupons. Military personnel on duty may apply at the local community service centers of their place of service, regardless of their registered residence.

The coupons are valid until November 30 and can be used for about two months. Residents of metropolitan cities can use them within their city, while provincial residents can use them within their local city or county. For credit, debit, or prepaid cards, the coupons can be spent at small businesses with annual sales of KRW 3 billion or less, excluding certain sectors. In rural areas, Hanaro Marts, local food stores, and consumer cooperatives meeting specific conditions are also included regardless of sales volume.

Citizens who wish to file objections regarding eligibility may do so online through the e-People petition portal (www.epeople.go.kr) or offline at local community service centers. Objections submitted during the first week will also follow the day-of-the-week system.

Minister of the Interior and Safety Yoon Ho-jung stated, “For this second round of consumption coupons, we have simplified the application process and expanded usage options to enhance public convenience. We strongly encourage all eligible citizens to apply by October 31 and make full use of the coupons by November 30 to support economic recovery.”
